[生]嘉永3(1850).2.14. 肥後 [没]1942.11.5. 静岡，熱海政治家。父は僧侶の大久保了思。清浦家の養子となる。明治5 (1872) 年，上京して埼玉県吏となり，1876年に司法省に入った。 84年内務省警保局長を経て，山県有朋閥に属する内務官僚として頭角を現し，92年司法次官。 96年第2次山県有朋内閣の司法相，次いで 1901年第1次桂太郎内閣の司法，農商務相となった。 06年枢密顧問官を歴任。憲政擁護運動，シーメンス事件のなか 14年山本権兵衛内閣が倒れたあと，山県の意向を受け，組閣を試みたが，海軍，政友，憲政両党の反対で失敗。 22年枢密院議長，伯爵。 24年1月組閣，首相となったが，5月の総選挙で護憲三派が圧勝し，6月に総辞職した。
