    明治 11年太政官布告 19号で，明治政府の地方税に関する基本的規定。
    わずか7ヵ条から成るが，同日 (1878.7.22.) 制定された府県会規則，郡区町村編制法とともに三部法と呼ばれ，
    明治初年地方制度史上における重要立法である。それまで府県税および民費 (明治初年，国庫より支給されるものおよび府県税収入で支弁されるもの以外の
    府県区町村の費用および収入の総称) の名で徴収してきた府県費および区費を地方税と定めた。
    地方税の財源は地租5分の1以内，営業税ならびに雑種税および戸数割りに従って徴収された。
    また，この規則は地方税で支弁すべき費目 (警察費など) も定めているほか，地方税の収支予算は府県会の決議を要するものとしており，
    ここに府県自治制の発端がみられる。改正されつつ，1890年制定の府県制の施行まで行われた。
